Auditing Westminster’s Highways and Transportation Contracts

NRP were appointed by Westminster City Council back in 2014, which has led to an extremely successful collaborative partnership.

As part of the 8-year agreement with Westminster City Council, NRP has been undertaking compliance audits of the City Council’s highways and transportation contracts.  Westminster City Council manages five contracts for highways and transportation, providing various services for the Council’s assets which include carriageway, footways, drainage systems, bridges and structures, street lighting and open spaces. 

The services include but not limited to: 

• Reactive and Routine Maintenance 
• Planned Preventative Maintenance 
• Public Realm improvement works 
• Traffic Regulation Orders 

NRP conducts regular audits (monthly, quarterly, six-monthly, and annually) to monitor the services provided by Council contractors. They ensure compliance with contract requirements, specifications, and accurate payment requests. 

Additionally, NRP offers various services to the City Council, such as quantity surveying, commercial management, contractual advice, and project management. This is particularly important for Public Realm Projects, where their tasks include: 

• Reviewing cost estimates with detailed bills of quantities 
• Providing advice on compensation events and quotations 
• Conducting site visits to monitor progress, identify defects, and assess monthly valuations
