Enfield's EV Charging Assets

Securing control and long-term value from legacy EV charging assets

Project summary

The Challenge

London Borough of Enfield was faced with a significant operational and commercial challenge when its incumbent Charge Point Operator (CPO) announced its intention to withdraw from service provision. With only a few weeks available before disruption to users, the council needed to take urgent action to safeguard its public charging network. Several charge points were already inoperable, further increasing the risk of service disruption and potential public safety issues, while uncertainty over asset ownership, maintenance responsibilities and future operating arrangements created additional complexity. The council required a coordinated response to establish control of the legacy infrastructure, assess viable delivery options and implement a sustainable long-term solution that would protect service continuity, retain future revenue opportunities and support the borough’s wider EV ambitions.

The Solution

NRP applied commercial and EV sector expertise to migrate the legacy charging assets into full council control, protecting service continuity and ensuring the network could continue to operate safely. We established a complete asset register, introduced maintenance processes and secured regulatory compliance. NRP also developed a sustainable revenue opportunity that retained long-term financial benefit for the council and led the procurement of replacement hardware for decommissioned units, creating a network that was fit for purpose and positioned for stronger financial performance. Crucially, the programme provided London Borough of Enfield with a robust foundation for future growth, giving the council greater control over investment decisions, network expansion and service improvements. By bringing the assets in-house, Enfield was better placed to respond to increasing EV adoption, maximise the value of its charging infrastructure and shape the future development of the network in line with the borough’s wider transport, sustainability and decarbonisation objectives

The Results

The programme enabled London Borough of Enfield to take full ownership and control of its EV charging network, providing greater oversight of assets, revenues and future investment decisions while maintaining public charging provision for residents and businesses. By bringing the infrastructure under council control,Enfield secured 100% of charging revenue and established a commercially sustainable operating model, forecast to generate a 35% cash-flow margin over ten years. The programme also delivered a compliant, safer and more resilient network through the implementation of robust asset management, maintenance and governance arrangements. Beyond addressing the immediate operational challenge, the project created a strong platform for future growth, giving the council the flexibility to expand and enhance the network in response to increasing EV adoption, support wider decarbonisation objectives and maximise the long-term value of its investment in public charging infrastructure.
