The Challenge

NRP provided specialist transport planning support to help secure approval for the Mamhilad Urban Village.

A major regeneration scheme delivering up to 900 homes, a new primary school, community facilities, and high‑quality active‑travel routes.

The revised outline planning application required updated and robust transport evidence to demonstrate that the development could be safely and sustainably accessed. Key challenges included:

• Designing a compliant and efficient new access from the A4042 trunk road, following updated plans to replace the previously proposed roundabout with a traffic signal‑controlled junction.
• Ensuring safe walking and cycling routes between Phase 1, the proposed primary school, and surrounding community facilities.
• Supporting a planning vision for a sustainable, mixed‑use settlement centred around the sensitive redevelopment of the former Grade II* listed Nylon Spinners Factory

With the scheme’s scale and heritage constraints, clear, evidence‑based transport solutions were critical to progressing the application.

The Solution

NRP prepared a full suite of transport planning documents, including an Addendum Transport Assessment, Addendum Travel Plan, and Addendum ES Chapter, to support the revised outline planning application. Our work focused on delivering a robust, evidence‑based transport strategy that aligned with the updated development proposals.

To achieve this, NRP designed and assessed a new signal‑controlled access on the A4042 trunk road, ensuring it met capacity, safety, and compliance standards; and, evaluated active‑travel connections, identifying safe and practical walking and cycling routes between Phase 1, the proposed primary school, and community facilities.

NRP also ensured the transport proposals supported the wider objective of creating a sustainable, mixed‑use settlement through aligning all transport measures with local planning policy, supporting the delivery of a walkable, well‑connected community.

The Results

NRP’s modelling, assessments, and design work contributed directly to the successful approval of the Mamhilad Urban Village, enabling:

• Full outline permission for a major mixed‑use community of up to 900 homes, a new primary school, neighbourhood centre, and extensive open space.
• Agreement on a safe and deliverable trunk‑road access strategy, satisfying highways and planning authorities.
• A transport framework that supports a sustainable, walkable settlement, unlocking development of a significant brownfield site and contributing to long‑term regional regeneration.
