The Challenge
London Borough of Harrow wanted to explore whether pavement channels could provide a safe, practical and scalable solution for residents without off-street parking to access domestic EV charging. With grant funding secured and growing interest from residents, the Council needed an evidence-based framework to assess resident eligibility, site suitability and delivery viability while protecting pedestrian accessibility, highway safety and the operation of the public highway. The Council also needed a clear approach to governance, licensing, risk, maintenance, ownership, insurance and monitoring so that a controlled pilot could be delivered safely and consistently.
The Solution
NRP developed a comprehensive Delivery Framework to move the initiative from ambition into policy development and the roll-out of a controlled pilot. The framework brought together resident eligibility, site suitability, highways and accessibility assessment, governance, procurement, supplier responsibilities, licensing, insurance, maintenance, risk management and monitoring. It established a clear approach for assessing applications, allocating responsibilities and managing risk, while balancing charging access with highway safety, accessibility and the long-term interests of the Council.
The Results
The Council now has a decision-ready framework for progressing a controlled, evidence-led pilot while retaining responsibility for policy, governance and highway approvals. The framework establishes the controls, processes and monitoring arrangements needed to assess safety, accessibility, resident demand, cost, operational performance and long-term viability consistently and transparently. It provides a clear route from application through to installation, monitoring and evaluation, with a defensible audit trail to support future policy, investment decisions and any potential borough-wide rollout.
