His background spans technical delivery, commercial and leadership roles, giving him a comprehensive understanding of effective highway asset management.

As an Associate Director in NRP’s Asset Management Department, Simon leads on project management, scoping, specification and delivery. Throughout his career he has successfully delivered a wide range of projects, including asset management strategy & policy development, network management support and review, funding application support, decision support analysis and network asset data management.

Simon has worked across a wide variety of clients including public sector at a local, regional and national level, private sector delivery organisations and engineering consultancies, plus numerous international clients. Although predominantly UK based Simon has delivered projects in Greece, Hong Kong, Netherlands, Finland, USA, Canada and India.

Simon has an excellent knowledge and extensive practical experience of developing and implementing policies and strategies aligned with the Well Managed Highways Infrastructure Code of Practice and guidance. This is supported by his strong knowledge of the competency framework, funding streams, programme management and scheme prioritisation, performance management, national and local reporting, budget allocation, asset management systems and data, PAS2161 and UKPMS.

Simon has a strong interest in data driven decision making, and is actively exploring how AI can enhance efficiency and insight within a sector that generates significant, but often siloed data.
